How should India and BCCI help to GLOBALIZE CRICKET ?

So exactly why are you suggesting that the BCCI contribute at a (very) much higher rate than everyone else?
the amount just from IPL equals to around $2700 million

$500 million is around 20% of this sum

so its nothing to the BCCI

the other 8 boards put together does not have this much money

Lets get one thing clear. The BCCI has absolutely no responsiblity towards promotion of cricket in Vietnam or Fiji or whatever. Any Monetary help it does will be purely out of goodwill. Again the BCCI is primarily a national cricket body with it's main objective being to promote and stabilize cricket and it's governance within India.

Keeping this mind, IMO, It's stupid to analyze every profit making venture of the BCCI(In an extremely rudimentary way, If I may say so) and act like any profit generated by the BCCI should immediately be spent on improving cricket in other countries.

Another very important thing to keep in mind is people often tend to underestimate the number of years it takes to build a proper cricket admistaration in a country, To use a present day example, Bangladesh has been hurried into test cricket in a very criticized move by the ICC, It still is struggling to find a footing in International cricket and the difference between B'desh and the other test nations is huge to say the least.

However, this painful process of initiation into test cricket has happened and will happen to all countries coming into this glorious game. It will take a considerable amount of time for a country to develop efficient cricket adminstration systems and there is no logic whatsoever in suddenly introducing 30 new countries into the game using the excuse of 'spreading cricket'
they have the responsibilty as they are by far the richest and most powerful cricket board

also india is the home of the highest number of cricket fans

you remove india cricket will be ranked as the least popular spot

and how can these lesser nations improve unless they have the money to build good infrastructure and give the players contracts ???

Like, say in Papua New Guinea, where there's one TV per village and no one knows what cricket is, they could educate them by running a TV ad with great music like Ke$ha or whatever the stupid mole's name is, with footage of Yuvraj hitting Ladyboy for six sixes.

Mate, they'll be out of those highlands and onto the cricket field in next to no time.

No but seriously, there are all kinds of reasons why aggressive expansion of cricket is a really bad idea.
