A lot will depend on whether the Pakistan players are involved. The standard of the international players won't dilute if they play.

If the Pakistan players play the standard of international players will not dilute,specially with their being some good players being on the bench and not getting the games.
Remember even in this edition the english,kiwis's and aussies are still to arrive fully. And we could expect more of aussies and english players in the next edition ,perhaps other young players from other countries too.
Then players from less heralded nations such as Bangladesh,Netherlands,Scotland,ireland ,Kenya,Uae etc... COuld perhaps also be brought in who are suited to this format.I think this could be a massive boost both ways.
But on the other hand the threats will be - will the retired brigade last upto these standards next year? The likes of Gilchrist,Hayden,Warne,Kumble have been stars till now.Will they last till next year or will teams give them 3 yr contracts?
Then pertaining to only next year some players might not want to play due to World cup.
And with more strain on domestic players ,i think this is where quality could suffer.Yes there are pretty good domestic players still not getting a game for some teams and on the bench.But if they make it to starting squads of the new team ,the bench strength would be hard to get for all teams and thus standards could fall.Perhaps it would be advisable to raise the cap on foreign players to 5 per starting eleven instead of current 4.
