I'm mainly undecided on what role he is going to play, though, as in a genuine all-rounder with equal batting or bowling, or a bowling all-rounder, which means I'd give him bowling nets and leave him at capable batting.
Thing is, I have a couple of other all-rounders floating about the place who I can't decide on either.

On those two I'm leaning towards having them as bowling all-rounders because they're quick bowlers, while Atkins is a medium. My initial plan was to train these guys up to be my 4th and 5th bowler, so I can have a long tail (Gow and Huntington are ord bats).
