The Emirates will provide revenue in the long term yes, but in the short term Arsenal won't be able to spend much at all. Man Utd's case is different, the Glaziers aren't actually paying off the debt but just transferring it to a holding company, their plan was (is) to buy the club for £600m, keep it for a few years and win some trophies, then sell it for £900m and make a cool £300m profit.
