Well you're better being really fast is better than just being fast medium/medium fast in Twenty20. Real genuine pace can be just as effective as spin if bowled well.Pace on the ball, in the 20/20 format, can prove very expensive at times.
As with any format though, I'd say that'd greatly depend on the pitch. If you were playing on a really slow wicket, medium pace change ups from different angles would be much harder to score off than someone consistent in pace coming on nicely - which a genuine quick would do on a slow wicket.
