Based on what? I'd sooner have a chance in the field go to Harmison than Panesar, Harmison although lumbering has a safe pair of hands.

To be fair though, a lot of the appeals have been very optomistic at best. I wouldn't be shocked to see him fined really.

Several times, yes. The Indian team, who do it more than anyone though, seem to get away with it on a constant basis though.
