why is the IMG code turned off?

I downloaded smiley central a few days ago. but i cant put them in the Cricket Web XI section. it works perfectly in CC. then I found saw that IMG code is turned off. is there any reason for this?

at present, if i need to put in a smiley from Smiley central i have to do this:
