I think there's a new TV deal being announced next year which may well offer up more money for the contracts. Those who felt secure that they'd be able to get another contract next year were happy to sign a 1 year and then renegotiate when the pot is bigger.

2023 by a mile. England were 2nd favourite for the tournament.
In 2015 everyone expected them to beat Afghanistan and Scotland and to lose to NZ, Aus, and SL. Obviously the margins of those defeats were not expected, but the only surprise result was a close loss to Bangladesh when a close win was expected.
