What happens if a franchise 50 over happens before T20s existed?

I was listening to a podcast which said that in the 90s, Lalit Modi wanted to create a city-based 50 over competition kind of like what we see with the various T20 leagues, but it never came to fruition, how would that idea have changed the game? 50 over cricket, now dying on its arse, was very popular back then, and it did take a couple of years for T20 cricket to convince people that it was more than just a gimmick, does that get off the ground at all?

Read about that proposition in Crickonomics. I reckon the game would have gotten more commercial earlier, national teams competition becomes less central to the game.

I reckon T20 still becomes a thing, after all, England were yet to really take to the longer form of limited overs cricket, and there were external factors which led to its creation (cigarette companies no longer being able to sponsor sports competitions was a big one), but it may have remained the hit and giggle people thought it was at the time
