I want to say Shami because of Philander's obvious limitations, but I'm not convinced Shami would be much better in non-bowler-friendly conditions.

I'll still say Shami though

Philander. Absolute gun in favourable conditions, still good for a new ball spell in unfavourable conditions (although Shami would be better from overs 11-80). Vern also much much better with the bat.

Philander comfortably. I'm a big fan of Shami who is a very good player but Philander is an ATVG bowler who can bat quite well too.
They are close enough as bowlers that Philander's batting makes the difference.

As bowlers, Philander was more lethal in sporting conditions but pretty toothless in the subcontinent. Shami has done well in India and Sri Lanka on the other hand but for some weird reason hasn't done well in England where he was expected to.

But Shami still doesnt strike me as a lead strike bowler yet in the way Philander was.

that is because he is not as good

which is no knock on shami who's been an excellent bowler!

Pihlander is overrated by people who look at his surface level stats and didn't see how toothless he could be on flatter decks where Steyn and Morkel had to do a lot of the heavy lifting, but still definitely a better bowler than Shami. Shami much better with the old ball and in the SC, Philander better in other scenarios.

Shami's the more all rounded bowler but you'd take Philander over tons of others including Shami if your home was not the SC. Just ridiculous in favorable conditions.

He is a strike bowler at subcontinent pitches but gets overshadowed by his teammates especially Ashwin and Jadeja.

Vernon was absolutely top class, albeit on helpful pitches with a great attack around him.

Shami showed plenty of promise like many young Indian quicks, but unlike most of them he has stayed the distance and proved himself to be a quality seamer over time. Good record on unhelpful pitches with a mediocre attack around him a lot of the time (not as much recently).

Overall I say Vernon hands down.
