With all the Shakib Al Hasan comparisons that do not makes sense; here's one that actually does. Two all-rounders of relatively equal skills, in the same disciplines, playing for relatively weak teams.

Mankad with both worse batting and bowling, from significantly fewer Tests (similar WPM too, in case we want to bring out that old canard for allrounders).

This one is a stomp, in favor of Shakib.

I won't necessarily call it a stomp; Shakib has excellent batting record in 8 tests against New Zealand and 5 against Pakistan.... That's pretty much it. Vinoo was successful in England and somewhat in Australia; and previously held the record for highest opening partnership by an Indian. Bowling also, is pretty close imo (favouring Mankad slightly) as they have really similar averages and Shakib averages over 30 even in Bangladesh. Only places Mankad has bowled clearly worse are in Australia (against Don's invincibles, being a finger spinner....) and in West Indies (against 3 Ws). One more thing to consider is Mankad debuted after he had turned 30. Before that, he had a somewhat good record playing domestically in England.
