I would argue for both Walsh and Pollock over him.Picked up 140 wickets @ 24 in the last 10 years of his career. Pretty good averages everywhere.

What arguably holds him back is the low WPM, but he's really not as far away from ATG status on quality as you think. he's about Pollock/Walsh level for me.
This is in those countries, not against. And from 2014-2024, NZ have been very easily a stronger batting team than SA.And even in those records, against the only teams with competent batting his best average was 27, and averaged 30 vs the other 2.

Possibly informed by the less than stellar years, and possibly by his, at times, reliance on clouds, but he's just not there for me.
For the record I don't have Walsh as an an ATG either. Pollock is borderline, but edging.
