Best Spinners this Century

The best spinner this century is easily Ashwin. Rank the next 6 spinners in this debate who are all fairly close:
Herath, Jadeja, Lyon, Maharaj, Swann and Yasir. I'd go first:
1. Lyon
2. Swann
3. Jadeja
4. Herath
5. Maharaj
6. Yasir

Is this by Test debut or something else? If the former, then Herath did play a couple of Tests in 1999.

I was going to exclude Herath because of his pre 2000 debut technically, but decided to include him because he only played 2 tests before 2000, and majority of his career and best work was actually in the 2010s. Can exclude him if you want.
Warne, Murali and Kumble are proper 90s bowlers imo and Macgill too played 12 tests before the turn of the century.

His best was in the 2000s but he debuted in 1992 and played a lot in the 90s.
Anyway the point was to compare similar level bowlers with majority of their careers in the 00s and 10s (similar era to each other)
I can understand what you are trying to say but I feel Murali was more of a 2000s bowler

Murali
1990s : 48 Tests
2000s : 85 Tests
