Anomaly in ICC ten Year plan

According to the ICC plan, India are scheduled to tour Pakistan in Feb 2004 (which is happening).

But they are also scheduled to tour Pakistan in Feb 2005 !!
That surely can't be right -- how can you make a test tour to the same country one year onwards from your previous tour.
Shouldn't that be Pakistan touring India in Feb 2005 ?

Actually, according to the ICC Ten Year plan, India were supposed to tour Pakistan in September of 2002, but that tour was cancelled.
And in March-April of 2004, Pakistan was supposed to tour India, but since India missed it the last time around, India agreed to come to Pakistani this time around.
I am sure, Pakistan will go to India next year.

PCB Chairman in Tea Break mentioned Pakistan would tour India later this year, and India would tour Pak in Feb 2006
