    No I am not aware. I have not been following much of cricket played by other countries. Who used it first? I would love to see this rule in English condition. I don't think India would have won champions trophy with this rule in English condition.

    Agreed, in SC condition 2 new balls mean that the scoring will not become difficult once the ball gets old due to slowness of pitch. This lead to targets of 300 on a good SC wicket raised to 350.     Dhoni and new ODI rules

    I am not trying to critic Dhoni but I need a logical answer for his reluctance to change. Such a brainy captain being so dumb is not acceptable. To me it appears that he hates the new rule and hence tries to act as if they did not exist to give least respect to it.
