Kapil if he was WIndian would be averaging around 26/27. Close enough for his batting and fielding to make a difference.
Based on what? Your gut? Ironically, some of Kapils best work actually came vs WI, so take that out plus less matches vs minnowesque SL and his record would be worse. People think you can just shoe horn bowler into 80s WI team and they'd come good. Nope.

We played the most in England, he averaged 39 in England.

Or was it too flat there as well?

He averaged 40 in Pakistan, though averaging a respectable 26 In India.

The notion that if you're looking for an opening bowler, that you'll choose one based on their batting average, especially when the gap between the two bowlers is this large, defies logic to me.

The if he was born in the WI argument is asinine. The lone warrior argument isn't far behind, Lillee did it for a while, it's supposed to assist your wpm if nothing else. Hadlee also managed it a bit in the same era. Great is great and he averaged a respectable 26 in India.

Lol, go check how much runs an average batsman makes per innings.
I did and used someone like Richie Richardson. His rpi=41. Using our (WI) "worse" decent batsman ie Sarwan his rpi = 38. Therefore unless we're lowering standards for argument's sake, Dev's batting output is not close to that of an average batsman. It's probably closer to the underachievers like the Hoopers and Logies.
