Why are Afghanistan a better team than Bangladesh?

Strictly speaking, they aren't a better team. In official games Bangers are currently 17W 16L vs Afghanistan. So they're effectively about equal in strength.
Also they have had a first-class structure officially since 2017 but it had been doing 3 day and 4 day games since 2011.
I think that Afghanistan just have more exciting 'star' players than Bangers (and Bangladesh didn't really get a proper star till the era of Shakib/Rahim etc).

My observation is based on performance in ICC tournaments. I feel Afghanistan play better than Bangladesh against good sides

That is probably because Shakib has Bruce Banner like anger issues. Otherwise, I am sure Rashid will manage just fine.
