Does Jadeja make your ATG Indian XI?

Similar to the Miller case, I think the inclusion of Jadeja poses unique issues. On numbers he certainly merits it, but then which spinners are you going for in your XI? And does Jadeja being a bit of a liability outside India matter?

For the record, my Indian ATG XI:

Gavaskar
Sehwag
Dravid
Tendulkar
Kohli
Pant
Kapil
Ashwin
Kumble
Bumrah
Zaheer

I have Shami over Zaheer but the rest is the same. So yeah, Jadeja doesn't make it. But jadeja over Kumble would be quite fair imo

Kumble is a much more competitive overseas bowler.

Shami is better than Zaheer maybe but I prefer the left arm variety and reverse option.

Jadeja easily makes the side because of India's team composition. There is no strong fifth bowling option amongst the batters so India always utilise a five-bowler lineup, which Jadeja's batting balances. He is way better than Mankad, the contender for this role.

Jadeja gets into every country's all time XI.

Gavaskar
Sehwag
Dravid
Tendulkar
Kohli
Pant
Jadeja
Kapil
Ashwin
Bumrah
Zaheer

Richards
Smith
Kallis
Pollock
Nourse
Jadeja
De Villiers
Faulkner
Pollock
Donald
Steyn

Etc.
He makes all except Australia's IMO. (England's is very iffy.)

Why isn't Kapil/Ashwin/Kumble/Bumrah/Shami an effective five bowlers option?

I'd replace Zaheer by Jadeja in SC.
