Longevity alone can't make someone ATG. There must be a certain level of quality there.
There is absolutely any plausible level of quality you could demand there. He averaged 21.5 for 9 years. It's like Allan Donald, whose career test average is lucky to not take into account his formative years under apartheid.

How was he when conditions weren't as helpful?

Picked up 140 wickets @ 24 in the last 10 years of his career. Pretty good averages everywhere.

What arguably holds him back is the low WPM, but he's really not as far away from ATG status on quality as you think. he's about Pollock/Walsh level for me.
I would argue for both Walsh and Pollock over him.

And even in those records, against the only teams with competent batting his best average was 27, and averaged 30 vs the other 2.

This is in those countries, not against. And from 2014-2024, NZ have been very easily a stronger batting team than SA.

Also, Walsh/Pollock had meh bowling records in Australia too.

I think he was a great player, legitimate great. In my very humble opinion, he never touched the heights that makes one an elite player, an ATG.

Possibly informed by the less than stellar years, and possibly by his, at times, reliance on clouds, but he's just not there for me.

For the record I don't have Walsh as an an ATG either. Pollock is borderline, but edging.
