Steyn and Ambrose regarded higher because they did well against best sides of their times. Imran did the same, but suddenly it does not count.
Secondly if number of wickets and WPM are applied as filters, so should be the conditions they have been achieved in. If Garner is marked down for <300 wickets and low WPM, Lillee should be for appalling / absent record ion sub continent / best side of the era.
