It is comparatively easier to score off inswingers but well executed inswingers also get you more wickets compared to outswingers.

Lower bouncing pitches will make inswing more relatively useful as well. Would make sense for it to be a slightly more valuable tool in the subcontinent for example than more bouncier surfaces.

Same with new ball v old ball

Would be interesting to see a Kulasekara like bowler who relies mostly on in-swing in tests, with a nice out swinger as a change-up delivery. Tough to see anyone do that in white ball cricket though, too risky.

The Wheel is Forever
From a pure physiological perspective, it’s harder to judge objects moving away rather than coming in - so outswingers (just like leg spin to a right hander) would be theoretically harder to face.
