Everyone accepts Dev wins overall - a few hypernationalists want to argue specifically about batting. Both ave 23, one has much more impactful innings but a solitary ton vs minnows apparently swings it.
It isn't clear from the OP that this only about bowling. But you're probably right about Afridi's batting. It was hopeless in general but played an impactful innings every 20 innings or so.

Afridi's 100s were the result of easier era and batting position.
Kapil's peak 10 yrs were a league ahead of any time period from Afridi's career. And if you era adjust numbers, its not even a comparison.

Almost identical in the first glance, but Kapil stats is a league above considering the batting positions.

I'm sure Afridi went berserk in an odi against India where India was 2-0 up and Pakistan won it 4-2 in India around 04 or 05

That is silly. The par score in 1980s was somewhere in the range of 200-220. It increased slightly in 1990s. In 2000s, there were many 300+ scores pushing the par score well above 250 for the decade. You already know it.

Exactly averages were not that different but strike rates were, and in ODI cricket, once batters reach a certain average, strike rate is the determinative factor, particularly in the middle or lower order

One averaged 23 in a tougher era with a far better adjusted SR and was more reliable in crisis situations . Also did well against quality attacks compared to the other.

Had Kapil played in the Afridi era, He would have averaged at least 28 at 130 SR With more number of 50s than Afridi.
Can you now also adjust Kapil's bowling average downwards? You already did this for him in tests. Let's complete this.
