Why Do ATG XI's Have More Pacers Than Specialist Spin Bowlers?

Because ATG XI's mirror the construction of most actual teams

Fast Bowlers are generally more efficient that spinners who generally (out side of specific pitches) plays more of a niche role.

You should pick a team that can win on all surfaces. Why does everyone assume it will be a pitch that will primarily assist pace bowlers.

It's a mathematical thing. Sides tend to have 4 pacers and 1 spinner except on the SC where 3 pacers and 2 spinners is more the norm.
Also, pacers have the opportunity to bowl to batsmen who aren't set more frequently than spinners.

I may be wrong, but for mine, spinners tend to be just as, if not more reliant on pitch conditions that the great fast bowlers.

If you have Warne or Murali in your team you have 50% of your overs accounted for anyway. Those guys can bowl from one end all day without any trouble. An all time side may benefit from a spin bowling Miller (or peak Botham) at 6 or 7 though. I wouldn't confidently put Faulkner, Shakib or Jadeja in there as all have some question marks over their records. If it's in India then Jadeja makes it perhaps. You need 3 pacers a lot more than you need 2 two frontline spinners but you also need a second spinner often. Sobers doesn't cut it but he makes it as a batsman alone.

Another hack can be Barnes instead of Warne - part spinner, part medium pacer. That used to be my pick earlier.
