The next player to be taken in your team cannot have more runs or wickets than the previous player. 7 batsmen including the keeper and 4 bowlers. Bradman excluded.

Edit 1: The runs rule correspond to 7 batsmen while wickets rule correspond to 4 bowlers.

Clarified in the edit. Next batsman cannot have more runs than your previous batsman for the 7 batsmen slots while next bowler cannot have more wickets than previous bowler for the 4 bowlers slots. Thought it will be too tough if we make it an 'AND'.

Yes. I have not put in a specific limit or slot for an all-rounder. So, you can choose him in your batsman slot or bowler slot.

Good question. I was thinking to keep it open to pick any player and leave it to the drafters to strategize picking batsmen or bowlers first. But open to suggestions.

Or else everyone maintains a wickets and a runs list in parallel and can switch back and forth?

But otherwise just the 2 modes (all bats, then all bowls or vice versa ) as you said works
