I don’t think anyone beats Starc’s wickets at 10 apiece in the 2015 WC. That was a tournament where Maxwell was striking at 200 and ABdV made a ton off like 4 balls.

Then he cleans up Baz in the final. Just so good.
Starc is the best WC performer of all-time perhaps. But I was surprised how lopsided his record is against weaker teams though. If the three best batting sides do well against you and you still have this crazy overall record, something is off.

Definietly Pollock > Starc
Just on pure bowling, I think Starc still wins as a odi bowler, mainly because he brings something different to the bowling line-up if it has Mcgrath, Garner and Saqlain/Murali pencilled in. Pollock will give a sameness to the attack.

But as a number 8 and good ODI bowler, Pollock can get over him.

Although NZ are nowhere near best side during Starc's career imo and neither were India in 80s.

NZ are not even top 4 side according to W/L ratio against non-minnows since 1 Jan 2010

That doesn't really make him a better bowler though, it just makes him a potentially better pick in a specific imaginary lineup.

Starc is not only a minnow basher, he's also a tail-basher. Back when he was a bit better and occasionally swung the ball he would take wickets with the new rock, but his stats are boosted massively by always getting tailenders out
