nah, no way. He very rarely surpassed 135kph during my time watching him, and that's from 1999-2007.

At number 3 Smith averages 55.5 at 85 with 8 centuries, that's over a 60 game period, half of his carrier. His stats are only worse then Williamson and root because of his early period as a leg spinning all rounder and the time he's spent at 4.
