Liverpool playing two games in different countries with different squads and Son’s red card overturned. He should use the stronger squad in the EFL Cup, but won’t. The Red Card law needs changing. Whilst the injury itself was a bit freakish, the tackle itself was with no intent to play the ball.

According to that source (albeit Talksport) Everton do indeed have the honour in question. I guess it makes sense somewhat given that they're an old club which has had decent periods in its history.
