That gives the advantage to the last picker of Round 10, doesn't it? Maybe make it so that he last picker of round 10 can't get first go straightaway; make him wait for at least one pick to be made in round 11.

I was thinking on these lines....Round 11 starts one hour after Round 10 ends and then anyone can pick. I'll leave it for the drafters to decide.

If its worth anything, I'd go with anil1405's idea - a moratorium of say a couple of hours after the last pick of round 10 and then free for all.
