You're right about the first bit, but he's still gonna get sixes from it.

Because it looked like a desperation or a last resort plan. They need to target him there just when he arrives at the crease, also keeping the short deliveries just outside off-stump, not bowling at leg stump which won't achieve anything. It also seems to have his feathers rattled and erratic, which would make the follow up good length balls even more threatening.
