Mark Waugh is very much a case of not just how many (although he scored heaps - 4th most by any Australian I think?), but when and how. He played a number of innings where he scored when the rest of the batting lineup was looking powerless and the bowling impossible. And he was glorious to watch in doing it beyond any Australian batsman of his time or since, IMO. What weighting those things deserve in rating him is a personal judgement. It is also a question that is separate to whether other contemporaries such as Damien Martyn are rated properly.
In any case, I don't think he IS over-rated by most. Most have him as a very good, attractive batsman, who overall fell short of greatness in the sense of a Ponting, Border or Steve Waugh, but how on his day made those three and anyone else look outclassed, which is pretty accurate.
