Pretty sure I was a B last season and didn't really do anything different to get a change of ranking. Other than what I did for the national side and that shouldn't influence what I'm worth in the Dev League.

The financial changes ahead of Season XIV are as follows:
1. The salary cap has been reduced from 64 to 60, after analysis of a financial report on Season XIII spending. This should still allow teams to sign a reasonable squad.
2. Banked points (ie, those remaining from last season's contracts) are considered as 20+banked = 5 Season XIV points, 15-19 = 4, 10-14 = 3, 5-9 = 2, 1-4 = 1.
3. Each title and trophy earns a team 2 points. Thus CW Black won 6 extra points last season, and CW Blue won 2.

CW Red - 60 + 2 = 62

I presume you're asking what happens when a club has a captain for each form? One of the players will have to pay the captaincy fee. So the club would have to choose which player is named as the paid/rated captain.
